Where I live the doctors are in charge. Sort of. If a doctor does something illegal. That he says is in

the doctor’s book. And is therefore legal. But it is actually illegal. He can be killed by the other doctors.

It’s a bit rare. But it happens. The doctors know the punishment for breaking the rules.
